Highlights of the Lacombe County Council meeting – Feb. 14, 2019

Kuehen Natural Area

The County has recently acquired a 65-acre parcel of land located on the SE 01-39-23 W4M which was donated to the County by Frank and Rosalie Kuhnen. In consultation with Mr. Kuhnen, the County is proposing some upgrades to the property which will allow a variety of users to use the space.

A new parking lot will be provided so that visitors can safely park off of the road allowance, the main gate will be relocated, and there will be a new gate added in front of the Kuhnen family use area. Fencing, various signs to clarify appropriate uses/ provide wayfinding and interpretation, as well as benches, garbage cans and a table will be added to the site.

The trail network is intended to remain a nature trail which winds through the trees and eventually down to the river. Council approved the upgrades as presented.

MDP Evaluation Matrix

Lacombe County’s Municipal Development Plan (MDP) and Land Use Bylaw (LUB) were adopted in July 2017, and Policy MUNI 8.3.2 requires an annual review and report based on the findings of the Monitoring Matrix of the MDP. A review of the Municipal Development Plan & Land Use Bylaw 2018 Review – Annual Report & Monitoring Matrix was presented. By resolution of Council, the review was accepted as presented.

Bylaw Nos. 1296/19 & 1297/19

Bylaw No. 1296/19 proposes a number of amendments to the County’s Municipal Development Plan (MPD) and Bylaw No. 1297/19 proposes a number of amendments to the Land Use Bylaw (LUB). Both bylaws received first reading by Council. A public hearing regarding Bylaw Nos. 1296/19 and 1297/19 will be held on March 14, 2019 commencing at 9:00 a.m.

Lacombe Regional Airport Capital Request

Funding of $8,400 towards the east taxiway paving and the west fence relocation capital projects at the Lacombe Regional Airport were approved by Council.

Gull Lake Watershed Society – stabilization project

A request from the Gull Lake Watershed Society that Lacombe County forward a letter to Alberta Environment and Parks requesting that they investigate the use of the Geotube filtration system for the Gull Lake Stabilization Project was deferred to the February 28, 2019 Council meeting.

NOVA Chemicals

Council will attend their annual visit of NOVA Chemicals on June 26, 2019.

Volunteer Recognition BBQ

Lacombe County will hold the first annual Volunteer Recognition BBQ on April 13, 2019 at the Lincoln Hall from 8:00 a.m. to 11:00 a.m. The breakfast will be advertised in the County News and on all County social media. All volunteers throughout the County are invited to attend.

Alberta Transportation annual visit

Representatives from Alberta Transportation provided an update on the department’s initiatives and activities. A number of County-specific transportation concerns were discussed.
