Blackfalds Town Council held a regular meeting of Council on April 24th.

Consolidated Financial Statements and Auditor Report

A overview of the 2018 audit process was presented by Grant Stang of Collins Barrow which provided a summarizing of findings contained in the Auditor’s Reports and the Consolidated Financial Statements.

Council expressed their appreciation for the work and effort by Town staff and Collins Barrow

Front License Plates

Council received a report from Emergency Management and Protective Services Manager Ken Morrison on the issue of front license plates.

Council decided not to further pursue the matter following discussion and debate.

CAO REPORT

Chief Administrative Office Myron Thompson gave his monthly report which focused on the shift from winter to summer activities.

Council was also informed of the high-water issues leading to the temporary closure of Broadway Avenue north.

2017 Financial Statements

Council approved the 2017 Financial Statements after they were presented by Director of Corporate Services Betty Quinlan.

Quinlan, during her presentation, thanked the auditors and the Town staff for their work during the process.

2018 First Quarter Financial Statements

Darolee Bouteiller, Corporate Services manager, presented Council with the 2018 First Quarter Financial statements.

Council accepted the Operating Statement, the Variance Report and the Capital Project Report as information.

Regional Assessment Review Board Bylaw

Quinlan presented a request for decision to amend the Bylaw 1223.18 to meet requirements under the new Municipal Government Act.

Council gave formal adoption to the bylaw.

Public Participation Party

Council formally adopted a policy which identifies how public participation and engagement will be providing to residents after a presentation by CAO Thompson.

FCSS CBI Funding Reallocation

Sean Barns, director of Community Services requested a reallocation of $32,100 for the FCSS CBI Funding. Council approved that $20,000 will be allocated Grants to Organizations and the remaining $12,100 will go to direct programming.

Cost-Benefit Analysis - Solid Waste

A cost-benefit analysis was brought forward by Director of Infrastructure and Property Services Preston Weran. Council accepted the analysis as information which provided a estimated cost comparisonfor contracted services for pickup and processing of recycling materials and the pick up and transfer of solid waste materials to the City of Red Deer Landfill versus an in house service option.

Council requested that contract recommendation be brought to Council on May 8th with the including of data summarized costs.

EDTAC Member at Large Appointment

The appointment of Amanda Preston to the Economic Development and Tourism Advisory Committee as member at large for two years was accepted by Council.

The committee position became open Councillor Jamie Hoover was elected to Town Council in 2017.
