Delegations:

  • CAEP: Kimberly Worthington, Executive Director of Central Alberta Economic Partnership (CAEP) presented Council a history of CAEP, present findings and relationships that CAEP has developed in Central Alberta and included plans that CAEP has for municipalities in their service area.
  • Land Solutions: Proposed Communication Tower (Freedom Mobile) – Clym Atkin, Municipal and Stakeholder Relations Specialist presented, along with Real Estate Supervisor Carol Robinson, a proposed communication tower on the east side of Blackfalds. The proposed tower will aim to provide residents another service provider and will require installing a 40-metre (tall) tower. Two locations will be proposed and both sites will be shown through a public notification process. Further discussion will take place with Planning and Development staff, who will work with Freedom Mobile to determine the best site before bringing this back to Council for consideration of approvals.

Bylaw 1224.18 – Municipal Library Board (for Second & Third/Final Readings): Council approved Bylaw 1224.18, being the Municipal Library Board Bylaw for the Town of Blackfalds.

CAO Monthly Report: CAO Myron Thompson presented a verbal update of projects and initiatives underway since last reported May 22 2018.

Civic Centre Solar PV – Award: Council moved to award Kuby Renewable Energy Limited to design, supply and install the Solar PV System at the Civic Centre.

Council also directed Administration to apply for a rebate from Alberta Municipal Solar Program for the total funding of $25,509.03.

Blackfalds 55+ Housing Project Building Committee: Council moved to form a Building Committee, to be comprised of a maximum of eight (8) members with representation from Town Council and Administration, Lacombe Foundation and the Bethany Group. Council further appointed Mayor Poole and Councillor Appel to the Building Committee.

FCSS 2018 Grant Funding Allocation: Council moved to approve to allocate 2018 FCSS grant funding as follows: $16,000 to Big Brothers Big Sister of Lacombe & District for Core Programming; and $8,400 to Iron Ridge Elementary Campus for Social Emotional programming.

Bylaws – First Reading: Bylaw 1220.18, being the Community Standards Bylaw and Bylaw 1227.18, being the Council Parental Leave Bylaw received First Reading.

Bylaw 1220.18 will come back to Council on July 24, 2018 for the required final readings.

Proposed Subdivision: S.02.18, Lot 2, Block 1, Plan 122 4194: Council moved to approve the subdivision providing for two commercial condominium lots on the property.

Parade Invitations: Councillor Ray Olfert will attend the Town of Rimbey parade on July 14, 2018 and Mayor Poole will attend Lacombe Days July 28, 2018 on behalf of the Town.

Wolf Creek Public School International Learning Program Celebration July 26, 2018: Mayor Richard Poole will represent the Town and attend the special ceremony to welcome over 65 students from Guangdong Province in China, to our community for three weeks this summer.

The official ceremony will mark the beginning of the recently established Memorandum of Understanding between Wolf Creek Public Schools and the Education Bureaus from China.

Additional/Confidential: Two in-camera meetings were held under FOIP S.27 and S.19. Council came out of camera and approved for CAO Thompson to move up one incremental step in the grid, to Step 5, retroactive to January 1 2018.
