Presentations

Alberta Health Services Emergency Medical Services (AHS EMS)

Lyle McKellar, Associate Executive Director, Clinical Operations, Central Zone, Emergency Medical Services, and Scott Holsworth presented Council with operational information and event statistics on the City of Lacombe’s use of Alberta Health Services EMS ambulance resources for events between August of 2017 and July 2018 for emergency calls, inter-facility patient transfers, and other needs.

Lacombe and District Music Festival Association (LDMFA)

LDMFA President Craig Colegrave presented two proposals to Council for use of the Lacombe Memorial Center (LMC) as a concert venue:

1) Mr. Colegrave proposed acoustic and seating amendments for Council consideration as a cost effective means to increasing usage and revenue streams for the LMC, which involve a repurposing and enhanced visual and auditory experience in alignment with the Recreation Master Plan. The LDMFA regularly hosts the Lacombe and District Performing Arts Festival (LDPAF) and he proposed expanded usage of the LMC with modifications to accommodate up to 700 seats with good acoustics and sight lines.

2) Mr. Colegrave also presented the Lacombe and District Music Festival Association’s proposed renegotiation of the existing grandfather clause for the use of the Lacombe Memorial Centre, through the establishment of an educational rate, in the context of levels of subsidy provided to other local organizations. His proposal included a request for eleven days usage of the entire LMC to accommodate all performances from approximately 2100 applicants.

Corporate Services

Bylaw Enforcement Service Level (Bylaw 72)

Council passed a resolution to accept the Bylaw Enforcement Services Review Report as information.

Recreation, Parks & Culture Services

Lacombe and District Music Festival Council directed Administration to increase the Lacombe and District Music Festival Association’s facility grant allocation to a total of $10,000 in the 2019 budget so that the group can rent the LMC for their annual music festival.

Planning & Development Services

Design Guideline Variance (Charis) Council approved the deferral of the construction of Herr Promenade to Phase 1C, 1D, or 1E, whichever phase is developed first.

Council then approved the phased payment of offsite levies with respect to the lands described as Herr Promenade.

Council subsequently directed Administration to collect additional security and establish endeavour to assist agreements between the Charis Village Housing Society and future developer of lands north of Herr Promenade to facilitate a 50/50 cost share for the construction of Herr Promenade.

Council also directed Administration to permit a 50 per cent variance on the Charis Village development permit deposits, and to collect security for the Charis Village development agreement as per approvedCouncil policies.

Council & Legislative 2018-2019 Council Meeting Dates

Council approved the Regular and Committee Council Meeting dates from November 2018 to October 2019 as amended to include a joint City/County Council meeting on January 24 at 5:30 p.m. in the Lacombe County Council Chambers.

Appointment of Councillors to Boards, Committees and Commissions

Council approved the 2019 Councillor appointments to Council Committees, Boards and Commissions as presented, with no changes from the previous year.

Board, Commission and Committee appointments for Citizens-at-Large

Council re-appointed Bob Huff to the Lacombe Police Commission for a term from January 1, 2019 to December 31, 2019.

Council also appointed Edith McKinlay to the Lacombe Police Commission for a term ending December 31, 2021.

Council appointed Jana Fafard to the BOLT Regional Transit Committee for a term ending December 31, 2020.

Council re-appointed Martin Sherrer to the Lacombe & District Recreation, Parks and Culture Board for a term ending December 31, 2019.

Council appointed Peter Bouwsema to the Heritage Resources Committee for a three-year term ending December 31, 2021.

Council re-appointed Nancy Lightbown and Ingrid Kleinlugtenbeld Luymes to the Municipal Library Board for a term ending December 31, 2021.

Council re-appointed Shirley Flinn to the Art Collection Committee for a term ending December 31, 2021.

Council appointed Dani Ducross to the Lacombe & District Recreation Parks and Culture Board for a term ending December 31, 2021.
